In 2001,the international community approved the “POPs Convention”in order to strictly control or ban 3 substances -PFOS,PFOA and PFHxS,they are also defined in the industry as “specific PFAS”. Based on this,an industry-wide PFAS-free proposal jointly submitted by five countries is advancing from scientific assessment toward legislative finalisation.

 

In August 2025, the European Chemicals Agency (ECHA) published the revised proposal, refining the restriction into three routes: RO1 (full ban), RO2 (ban with time-limited exemptions) and RO3 (continued-use under stringent conditions). Equipped with78 specific exemption clauses with a maximum transition period of 23.5 years, the regulation reserves a buffer for key sectors including batteries, semiconductors and high-end sealing applications.However, clear phase-out timelines have been set for consumer goods, conventional textiles, daily waterproof products and other related fields. Meanwhile, compliance requirements keep rising: the new testing standard EN 17681-1:2025 entered into force on 31 October 2025.
